Qatari Diar announced the launch of the first phase of Alam Al Roum during a site visit by Egyptian Prime Minister Dr Mostafa Madbouly and Minister of Housing, Utilities and Urban Communities Randa el-Menshawy. The company’s CEO Sheikh Hamad bin Talal al-Thani joined the delegation to present the project roadmap for the mixed-use destination. According to the announcement, Phase 1 covers 4 million square metres with 1.4 million square metres of built-up area on a site that forms part of the larger 20.58 million square metre master plan. The development agreement for Alam Al Roum was signed in November 2025, the State Information Service reported, with the master plan unveiled in July 2026.
The initial phase features 2 kilometres of beachfront and promenade together with open-sea connected lagoons and 195,000 square metres of swimmable artificial lagoons. Qatari Diar said nearly 85 percent of the land will consist of open spaces while a town-centre marina will offer 50 yacht berths. Four hotels providing more than 1,000 rooms will be complemented by sports centres, international retail outlets and dining venues, the company added in its announcement. Phase 1 is projected to attract investments of up to 220 billion Egyptian pounds.
Sheikh Hamad bin Talal al-Thani said in the announcement, “This milestone reflects the scale of our commitment to Alam Al Roum. We remain committed to delivering this phase by 2030, supported by Egypt’s stable investment environment and long-term partnership opportunities.” The CEO noted that Qatari Diar had partnered from the earliest stages with leading global experts in master planning, marina design, hospitality consulting, landscape architecture and infrastructure engineering. He stated that the collaboration would ensure the project meets international best practices.
Alam Al Roum will ultimately boast 7.2 kilometres of Mediterranean waterfront as an integrated coastal city incorporating residential, hospitality, commercial, cultural, entertainment, educational and healthcare components. The full master plan includes 22 kilometres of seawater-connected lagoons, 850,000 square metres of swimmable lagoons and an international marina with 370 berths plus 120 domestic ones. An 18-hole golf course spanning 980,000 square metres and more than 3,500 hotel rooms carrying international brands are also planned, according to Qatari Diar.
The project is designed as a walkable city with integrated pathways, smart mobility solutions and adherence to sustainability standards covering water management, biodiversity and climate considerations. Components will be delivered progressively beginning with the first phase handovers targeted for 2030. Sheikh Hamad bin Talal al-Thani added that the development would help attract further investment, strengthen Egypt’s tourism sector and capitalise on the north coast’s advantages.
Phase 1 is expected to generate around 30,000 direct and indirect jobs while the overall project targets 250,000 such opportunities and opens participation to Egyptian and international contractors. The announcement follows the rapid progression from initial signing to master plan release in under nine months, as noted in sector updates from Arady.qa. Qatari Diar’s official project page describes Alam Al Roum as one of its most visionary coastal developments set west of Marsa Matrouh and 15 minutes from the international airport.
