ADNOC announced plans to award approximately AED200 billion in projects over the next three years during the Make it With ADNOC Forum held in Abu Dhabi this week, directing a substantial share toward local manufacturers as part of efforts to strengthen industrial capacity. The energy company detailed how the pipeline spans upstream, gas processing and downstream activities, creating direct opportunities for UAE-based firms to participate in engineering, procurement and construction packages. According to ADNOC, the initiative operates under the Local+ program, which gives preference to domestically produced goods meeting technical standards across its procurement. The forum connected EPC contractors with an initial group of 70 qualified UAE manufacturers selected for priority sourcing.
ADNOC reported that its In-Country Value program has channeled more than AED242 billion back into the national economy since 2018 while supporting 17,000 jobs for UAE nationals in the private sector. The company stated that the latest measures build on this foundation by launching an Industrial Resilience Program featuring five targeted initiatives to accelerate local production of more than 150 high-priority items ranging from drilling equipment to specialized components. A related ICV+ mechanism offers additional credit to contractors who source from approved local manufacturers, according to ADNOC. This approach aligns with the national Make it in the Emirates campaign managed by the Ministry of Industry and Advanced Technology.
The company said its target remains to localize AED90 billion worth of products in its supply chain by 2030, with framework agreements already signed that have attracted AED4.5 billion in partner investments for new factories. During the forum ADNOC highlighted specific sectors including pressure vessels, pipe coatings, cables and fasteners where local capacity is being expanded to reduce import dependence and delivery risks. EPCIntel analysis of ADNOC spending patterns indicates the project awards could generate between $35 billion and $40 billion in related EPC, construction and fabrication work for the local supply chain through 2028.
Suppliers participating in the program have committed AED3 billion toward manufacturing facilities across industrial zones in Abu Dhabi, Dubai, Sharjah and Umm Al Quwain, commitments ADNOC said will generate more than 3,500 skilled private-sector positions. The company noted that these sites will produce equipment for both ADNOC operations and broader industrial applications, reinforcing business continuity. According to ADNOC, the combined effect of these steps deepens the impact of its procurement on national industrial resilience.
Businesses can access real-time visibility into upcoming tenders and product requirements through the Make it with ADNOC mobile application, which ADNOC described as a gateway for manufacturers, SMEs and entrepreneurs to integrate into its supply chain. The company has encouraged partners to download the app and explore listed opportunities that include long-term offtake agreements. ADNOC added that the platform streamlines supplier onboarding and supports informed investment decisions by providing transparent data on planned purchases.
Omar Al Nuaimi, ADNOC’s Acting Group Chief for Commercial and ICV, told the Emirates News Agency that the AED200 billion awards usher in a new phase of project delivery that will supercharge UAE manufacturing capacity and advance the Make it in the Emirates initiative. He emphasized that where UAE-made products meet technical standards they should be the first choice in ADNOC projects, a principle embedded in the Local+ list. The forum served as a practical demonstration of connecting major project demand with local manufacturer capabilities, according to ADNOC.
