A report cited by the Emirates News Agency projects that cryptocurrency trading in Russia may reach $46.43 billion, underscoring the rapid expansion of digital asset activity in the sanctioned economy. The figure reflects growing use of cryptocurrencies for cross-border transactions as traditional banking channels remain restricted. Russian authorities have accelerated efforts to formalize the sector following years of informal growth.

Russia’s parliament approved landmark legislation in July 2026 that creates a licensed ecosystem for crypto exchanges, brokers and custodians, according to CoinDesk. The rules, which take full effect next month, cap annual crypto purchases for non-qualified retail investors at approximately $3,800 per intermediary while granting broader access to qualified participants. The framework continues to prohibit crypto as a means of payment inside Russia but opens the door for its use in foreign trade settlements.

Blockchain analytics firm Chainalysis reported that Russia recorded $376 billion in cryptocurrency transaction volume from July 2023 to June 2025, positioning the country as Europe’s largest crypto market. Much of this activity has centered on stablecoins facilitating trade with partners in Asia, the Middle East and Eurasia to evade Western sanctions. The data highlights how geopolitical pressures have driven adoption beyond what many initial forecasts anticipated.

Statements from the Finance Ministry place daily unregulated crypto turnover at around 50 billion rubles, or roughly $650 million, a pace that suggests annual volumes far exceeding the $46.43 billion projection in some estimates. Deputy Minister Ivan Chebeskov told industry audiences that trillions of rubles in savings and investments are tied to these operations. The new law seeks to shift a greater share of this activity into supervised channels with judicial protections for asset holders.

The Bank of Russia has specified that Bitcoin, Ethereum and Tether’s USDT qualify for retail trading under the new regime, requiring investors to pass a knowledge test, Finance Feeds reported. Digital financial assets, a tokenised form of traditional instruments on private blockchains, grew to $13 billion in 2025 according to central bank assessments. Banks are now building the necessary infrastructure ahead of the 2027 full operational launch.

A Bloomberg report indicated that the new rules build on an experimental legal regime introduced two years earlier while addressing the shutdown of several gray-market platforms through international enforcement. Licensed participants will need to join self-regulatory organizations and maintain capital reserves starting at 15 million rubles. These measures are anticipated to increase transparency in a sector that has seen substantial growth outside formal oversight.
