The Ministry of Commerce and Industry signed a cooperation agreement with Dukhan Bank to incorporate the lender’s services directly into the Single Window platform, according to a ministry statement issued the same day. Mubarak Abdulrahman al-Khelaifi, director of the Single Window Department at the ministry, and Ahmed Abdulaziz al-Emadi, general manager and head of wholesale banking at Dukhan Bank, formalised the partnership. The integration enables eligible investors to open accounts with the bank through the platform while complying with all relevant laws and procedures, reducing processing times for new business registrations.
This collaboration forms part of wider efforts to deepen public-private sector ties and minimise reliance on paper-based transactions, the ministry stated. Investors will benefit from a streamlined end-to-end digital journey that begins with account setup and extends through company formation. The ministry described the pact as confirmation of Dukhan Bank’s leading position in delivering Shariah-compliant innovative solutions that advance Qatar’s digital transformation and business environment.
Al-Khelaifi said the agreement with Dukhan Bank comes as part of a series of partnerships to expand cooperation with the banking sector, facilitate procedures for investors and provide the services required to establish companies through a unified and integrated digital platform. He added that the pact will strengthen the Single Window as the government’s primary portal for business establishment while supporting enhancement of the investment environment, promotion of business sector growth, and boosting of competitiveness, diversification and sustainability of the national economy in line with Qatar National Vision 2030. The platform, launched in 2019, has since expanded to connect with approvals from multiple government agencies according to an overview on the ministry’s website.
Dukhan Bank is the first Islamic bank to conclude such a cooperation agreement with the ministry for provision of account opening services via the Single Window, al-Emadi said. The partnership marks a significant step in the bank’s drive to develop integrated digital banking solutions that simplify business establishment and improve the experience of investors and entrepreneurs. Al-Emadi noted that the collaboration underscores the value of public-private partnerships in raising service efficiency and reinforcing the competitiveness of Qatar’s business environment.
The ministry has continued to broaden the platform’s capabilities, adding five new digital services in 2025 to meet growing uptake among businesses, a regulatory update from the same year showed. These incremental improvements have allowed investors to handle planning, licensing and registration through a single electronic interface without visiting multiple offices. The latest banking integration extends that convenience to financial onboarding, further lowering barriers for both domestic and foreign participants.
Officials have positioned the enhanced platform as a key tool for realising the economic diversification aims outlined in Qatar National Vision 2030, according to planning documents from the ministry. By accelerating setup processes, the system supports higher inflows of investment into non-hydrocarbon sectors that the government has prioritised for long-term growth. Such digital initiatives have contributed to a more responsive business climate that aligns with the country’s sustainability and competitiveness targets.
