ADNOC announced more than AED60 billion in local manufacturing opportunities for over 200 products and critical spare parts at the second Make it with ADNOC Forum held in Abu Dhabi on October 25, 2026. Omar Abdulla Alnuaimi, the group chief of ADNOC’s Commercial and In-Country Value executive function, stated that the opportunities encompass drilling equipment, electrical and automation systems, chemicals, catalysts, piping, heavy machinery, rotary equipment and advanced manufacturing items. ADNOC said the initiative aims to replace imports with local production to shorten delivery times and build resilience against global supply disruptions.

The company has already secured AED80 billion toward its AED90 billion local manufacturing target for 2030, according to Alnuaimi. This progress has facilitated the localisation of more than 130 products and supported the establishment or expansion of 95 factories across the UAE. Alnuaimi added that these developments have generated employment for over 27,500 Emiratis in participating private sector companies.

Procurement reforms unveiled at the forum will cut supplier onboarding times by as much as 80 per cent and shorten purchasing cycles by up to 40 per cent, ADNOC reported. Documentation requirements are to be halved while prequalification will be eliminated for 60 per cent of service categories. Beginning November 1, commercial bids and In-Country Value scores will be evaluated jointly with weights of 70 per cent and 30 per cent respectively.

ADNOC’s In-Country Value programme has redirected more than AED307 billion into the UAE economy since its 2018 launch, with its annual contribution climbing from AED18 billion to AED65 billion in 2025. The national ICV programme has achieved even broader impact, channelling more than AED473 billion and creating 28,000 jobs for Emiratis, a senior official told forum attendees. UAE industrial exports reached $70 billion in 2025, Arabian Business reported citing official statistics.

The forum builds on an inaugural event in May 2026 that outlined AED200 billion in planned project awards between 2026 and 2028, according to ADNOC. Partnerships with the Ministry of Industry and Advanced Technology, the Abu Dhabi Investment Office and other bodies will connect manufacturers to investment and financing options via the National Industrial Resilience Fund. ADNOC emphasised the role of long-term offtake agreements in providing revenue certainty to local producers.

“Zero bureaucracy is in our DNA today,” said Ahmed Al Fadhel, a speaker at the event, highlighting efforts to automate processes across government and state-linked entities. Alnuaimi expressed pleasure in announcing the package after months of preparation, describing it as translating into 200 products plus a portfolio of critical spare parts. The measures form part of ADNOC’s contribution to the national Make it in the Emirates strategy.
