The Qatar Central Bank reported that its governor, Sheikh Bandar bin Mohammed bin Saud Al Thani, met with Algerian Finance Minister Mohamed Lamine Lebbou in Doha on Tuesday. Discussions during the encounter focused on key aspects of bilateral cooperation, particularly ways to expand collaboration in banking and financial services. The two officials examined several issues of mutual interest that could support stronger economic links, according to an account published by The Peninsula. Sheikh Bandar has served as QCB governor since November 2021, bringing extensive experience from prior roles in banking supervision and credit information systems at the institution.

Algeria’s finance ministry has prioritised partnerships with Gulf states to diversify its economy beyond hydrocarbons, a strategy that aligns with Qatar’s own investment outreach in North Africa. Data from the International Monetary Fund places bilateral trade volume between Qatar and Algeria at approximately $180 million in 2025, with potential for growth in non-energy sectors such as infrastructure financing and Islamic banking instruments. The meeting builds on a series of high-level engagements, including a December 2025 parliamentary dialogue that advanced cooperation in economic and food security matters, as documented by Algerian state media. Officials from both sides expressed interest in exchanging expertise on regulatory frameworks that promote financial stability.

Qatar has maintained steady diplomatic and commercial relations with Algeria since the two countries established formal ties in the 1970s, with cooperation expanding significantly after the 2010s through joint ventures in steel production and agriculture. A report issued by the Arab Monetary Fund noted that GCC countries, including Qatar, have extended technical assistance to Algerian financial institutions aimed at modernising payment systems and enhancing anti-money laundering controls. Sheikh Bandar, who also chairs the Qatar Financial Markets Authority, has participated in comparable meetings with finance ministers from Sudan and Canada earlier this year, according to QCB records. These encounters typically result in memoranda that facilitate cross-border investment flows.

The Algerian delegation’s visit coincides with broader regional efforts to strengthen South-South economic partnerships amid global market volatility. Central Bank of Algeria figures indicate that foreign direct investment inflows from Gulf states rose by 22 percent between 2023 and 2025, driven largely by energy and logistics projects. In parallel, Qatar has committed resources to Algerian development initiatives, including expansions at the Bellara steel complex operated by a Qatari-Algerian joint venture. The Tuesday meeting allowed both parties to assess progress on existing agreements while identifying new opportunities in fintech and sustainable finance.

QCB has pursued an active schedule of international engagements in 2026, including sessions with the World Economic Forum and European financial executives, to position Qatar as a hub for regional liquidity management. Algerian Finance Minister Lebbou, who assumed the role in 2024, has focused on fiscal reforms designed to attract greater foreign capital while maintaining macroeconomic stability. The two sides agreed to maintain communication channels to follow up on points raised during their discussion, the QCB statement added. Trade experts anticipate that such dialogues will contribute to measurable increases in reciprocal investments over the coming year.
