The agreement was signed by HE Sheikh Mohammed bin Hamad bin Faisal Al-Thani, chief executive officer of the Qatar Free Zones Authority, and Gordon Huddleston, founder of Aethon International, on the sidelines of the Qatar Economic Forum UNGA Special Edition 2026 in New York. Qatar News Agency reported that the MoU explores opportunities in advanced manufacturing and industrial innovation while paving the way for a regional hub to produce high-performance, corrosion-resistant pipes. According to a QFZ statement, the facility will address growing demand in the energy and infrastructure sectors across Qatar and the broader region while the partnership also envisions an innovation center to develop new applications for advanced piping solutions in strategic industries.

Sheikh Mohammed bin Hamad bin Faisal Al-Thani said, “this agreement with Aethon International reflects Qatar’s growing role as a base for advanced manufacturing serving regional demand.” The authority added that the parties will identify opportunities to introduce Falcon Pipe Industries’ expertise and solutions to customers in key markets. Founder of Aethon International Gordon Huddleston said, “Qatar presents a compelling opportunity to build advanced manufacturing capabilities that can serve growing demand in the energy and infrastructure sectors in Qatar and beyond. QFZ’s strategic location, integrated ecosystem and access to regional markets provide a strong platform to develop this vision, while creating opportunities for innovation, local capability-building and long-term growth.”

The signing took place in the presence of senior representatives from both the Qatar Free Zones Authority and Aethon International QFZ LLC. Qatar News Agency noted that the collaboration creates conditions for cooperation that align with national priorities for industrial growth and knowledge transfer. This latest pact adds to a series of agreements the authority has concluded to strengthen specialized manufacturing ecosystems within the free zones.

An Oxford Business Group assessment found that Qatar’s manufacturing sector contributed $21.7 billion to gross domestic product in 2022. The report noted that 380 manufacturing facilities were established in the country between 2015 and 2019 as part of sustained efforts to advance industrial capabilities. Qatar Free Zones Authority data places its two main sites at Ras Bufontas and Umm Alhoul as central to attracting foreign direct investment in priority areas such as industrial services and emerging technologies.

The authority has signed multiple similar memoranda in recent months, including partnerships focused on industrial automation with Emerson and on mission-critical equipment servicing with Honeywell Technologies. These agreements, like the one with Aethon International, seek to localize production, develop technical skills and reduce import dependence for key components used in energy and infrastructure projects. Public records from the Qatar Free Zones Authority indicate that such collaborations support wider ecosystem development by encouraging suppliers, research institutions and academic partners to establish operations in the free zones.

Qatar’s Third National Development Strategy identifies advanced manufacturing as a cornerstone for economic diversification away from hydrocarbons while the free zones provide tax incentives, streamlined regulations and strategic logistics access to facilitate such investments. The innovation center outlined in the MoU with Aethon International is expected to focus on research tailored to regional conditions in the energy sector. Qatar News Agency indicated that the partnership will proceed with further detailed planning following the initial framework agreement signed in New York.
