Dubai Electricity and Water Authority has ranked first globally in 13 key performance indicators covering its energy and water operations, according to statements from its leadership and assessments by international consultants. The authority’s performance includes the world’s lowest customer minutes lost, which stood at under one minute per customer annually, along with minimal network losses. Saeed Mohammed Al Tayer, managing director and chief executive of DEWA, highlighted these achievements during recent engagements, including sessions tied to the World Government Summit.

DEWA data places electricity transmission and distribution losses at 2 percent, while water network losses registered 4.4 percent, both among the lowest worldwide. The utility’s electricity production capacity has reached 18,000 megawatts, supporting Dubai’s growing demand with high reliability. A study conducted by a specialised international consultant, as cited in authority releases, confirmed DEWA’s top positions across more than a dozen indicators, surpassing major utilities in Europe and the United States.

Al Tayer said in remarks carried by official channels, “We have set world records in the performance indicators of the energy and water sectors, surpassing prominent utilities in Europe and the USA in all global competitiveness indicators.” The chief executive attributed the results to a strategic roadmap aligned with directives from Dubai’s leadership aimed at sustainable development. Such outcomes have drawn benchmarking visits from more than 100 local and international entities in recent years, according to DEWA records.

Figures from the authority’s official site show customer minutes lost per year declining steadily to 0.82 minutes in 2025 from 1.66 minutes in 2019. Electricity losses have held near 2 percent consistently over the past decade, while water losses improved to 4.4 percent in 2025 from higher levels earlier. These trends, detailed in DEWA’s performance timelines, reinforce the utility’s position as a global benchmark.

The authority has additionally achieved the lowest global prices for solar energy and desalinated water through its independent power producer model, a DEWA statement noted. Over 100 organisations sought to study its practices in 2023 alone, according to the utility’s published updates. Al Tayer has pointed to these elements as evidence of operational efficiency that supports broader economic growth in the emirate.
