Eurostat reported that 3.1 million people aged 15 to 74 who were unemployed in the first quarter of 2026 had found jobs by the second quarter. The statistical office placed this movement at 23.2 percent of the total unemployed at the start of the period. In addition, 7.0 million individuals, or 52.8 percent, stayed unemployed while another 3.2 million, equivalent to 24.0 percent, exited the labour force altogether.

Of those in employment during the first quarter, 96.5 percent remained employed in the second quarter, according to the same Eurostat assessment. The data showed that 2.5 million, or 1.2 percent, slipped into unemployment and 4.8 million, representing 2.3 percent, moved out of the labour force. These transitions highlight ongoing shifts within the regional workforce over the three-month span.

Eurostat figures show that 4.2 million people, or 3.7 percent of those outside the labour force in the first quarter, entered employment in the second quarter. Another 3.9 million from this group, or 3.4 percent, became unemployed during the period. The majority, 92.8 percent, remained outside the labour force.

The EU employment rate for people aged 20 to 64 increased to 76.4 percent in the second quarter of 2026, up from 76.3 percent in the first quarter, Eurostat data indicates. At the same time the unemployment rate rose marginally to 5.8 percent from 5.7 percent while labour market slack held steady at 11.0 percent of the extended labour force. A report from The Brussels Times noted that these metrics capture millions returning to work amid persistently high inactivity rates.

A comparable transition occurred in the prior quarter when 3 million unemployed persons moved into jobs between the fourth quarter of 2025 and the first quarter of 2026, representing 22.9 percent, previous Eurostat releases noted. On an annual basis, 36.3 percent of those unemployed in 2024 had moved into employment by 2025, according to longer-term Eurostat statistics. The latest quarterly data builds on that pattern with a slight uptick in the transition share.

Country-level breakdowns from the Eurostat release revealed wide variations in outcomes. Denmark recorded the highest share of unemployed people moving into work at 38.3 percent while the Netherlands followed at 36.8 percent and Ireland at 35.1 percent. In contrast, Italy saw only 8.4 percent make the transition, with Romania and Slovakia both at 9.4 percent and Bulgaria at 9.7 percent, a Bulgarian news agency report citing the EU statistical office found.
