The Abu Dhabi Department of Economic Development has outlined ambitions to establish a new global standard for business competitiveness by measuring the time from an investment decision to the launch of operations. Ahmed Jasim Al Zaabi, chairman of the department, affirmed that accelerating the establishment and operation of businesses is essential to bolstering the emirate’s attractiveness to investors. Al Zaabi added that this speed must be paired with clear, accessible and predictable procedures across the full investor journey. The approach includes simplifying regulatory requirements, expediting approvals and enhancing coordination among government bodies and service providers involved in business setup.
These efforts build upon previous reforms that have already streamlined the business environment in Abu Dhabi. A 2021 government initiative involving more than 20 entities reduced requirements for new commercial activities by 71 percent by eliminating duplicates and refining processes, according to ADDED records. Al Zaabi noted that the focus extends beyond individual transaction times to encompass every stage from initial investment intent through to operational commencement. The department is integrating digital tools and inter-entity collaboration to support faster launches while upholding compliance standards.
Al Zaabi stated that behind every new licence stands a decision by an entrepreneur, an investor or a family to build their future in the emirate. This perspective informs the push to translate regulatory improvements into tangible gains for businesses seeking to establish and expand. The announcement coincides with continued growth in licensing activity, where professional licences rose 193 percent and commercial licences increased 20 percent in the first quarter of 2026, ADDED data shows. Such trends demonstrate the impact of prior measures on diversifying the economic base.
Abu Dhabi’s direction aligns with the UAE’s strong performance in international entrepreneurship assessments. The Global Entrepreneurship Monitor 2025/2026 Report ranked the UAE first worldwide for the fifth year in succession across key indicators including government policies, infrastructure and ease of market entry, according to the GEM evaluation. The country also secured fifth place globally and first in the Middle East and Africa in the Innovators Business Environment Index 2026 with a score of 86.2, a PwC-linked assessment found. These rankings underscore the effectiveness of policies aimed at reducing bureaucracy and supporting new ventures.
The initiative seeks to position Abu Dhabi as the reference point for global measures of efficiency in moving from investment commitment to active operations. By combining legislative updates with enhanced digital platforms, authorities aim to enable quicker setup without compromising oversight. Extensions to the validity of industrial licences have already granted investors greater flexibility during early phases, the Abu Dhabi Registration and Licensing Authority reported. Officials continue to refine procedures in alignment with international benchmarks to sustain momentum.
Recent increases in future-oriented sectors further illustrate the emirate’s appeal. The number of artificial intelligence and advanced technology firms grew 22.3 percent in the past year, according to Abu Dhabi government statistics. This expansion complements the department’s focus on creating an ecosystem where businesses can commence operations more rapidly. Al Zaabi highlighted that coordinated reforms will help translate investor interest into operational entities that contribute to long-term economic objectives.
