The Ministry of Commerce and Industry signed a cooperation agreement with Ooredoo Fintech Qatar to add Ooredoo Money as the first fintech participant on the Single Window platform. Mubarak Abdul Rahman Al Khulaifi, director of the Single Window Department at the ministry, and Mashael Abdul Fattah, general manager of operations at Ooredoo Fintech Qatar, formalised the pact, the Qatar News Agency reported. The ministry stated that investors, business owners and entrepreneurs may now request an Ooredoo Money merchant wallet during commercial registration issuance or renewal on the platform in line with applicable regulations.

This integration will facilitate access to digital payment solutions and financial services that back business growth while decreasing dependence on manual transactions and paper records. The ministry explained that the addition simplifies the overall investor process and raises efficiency in completing procedures across the business lifecycle. The step extends earlier ministry collaborations with banks to embed financial tools directly into company formation workflows.

Mashael Abdul Fattah said that enhancing financial inclusion for the business sector begins with facilitating access to financial services. She noted that integrating Ooredoo Money services within the Ministry of Commerce and Industry’s Single Window platform allows them to be offered at a pivotal stage of the business establishment journey, which contributes to reducing challenges for investors and entrepreneurs, and promoting a more integrated and interconnected digital ecosystem that supports the growth of the small and medium enterprises sector in the State of Qatar. The partnership reflects continued coordination between public authorities and private fintech providers.

The Single Window platform operates as a central digital hub for business setup and maintenance, according to descriptions published by the Ministry of Commerce and Industry. It supplies more than 30 primary services that include over 149 sub-services integrated with 17 government entities along with electronic signature functionality. A refreshed version released in October 2024 added an interactive interface, unified dashboard, digital document archive and live status alerts to shorten transaction times.

Ministry of Commerce and Industry figures show the platform processed 72,500 transactions until the third quarter of 2025, with 89 percent handled electronically. The Peninsula reported that customer satisfaction for platform services stood at 94 percent while compliance with service-level agreements reached 83 percent. Comparable cooperation agreements concluded with QNB and Doha Bank in January 2026 incorporated bank account opening options at the company establishment phase.

Ooredoo Money supplies business-oriented tools that encompass Wage Protection System-compliant salary transfers and bulk payment capabilities for incentives or refunds, according to details on the company’s website. These options support direct deposits into mobile wallets even for employees lacking conventional bank accounts and supply associated payment cards. The ministry indicated that such linkages advance digital transformation goals tied to Qatar National Vision 2030 by fostering a more efficient environment for commercial activities and investment.
