According to Qatar News Agency, Acting General Manager of the Qatar Chamber Ali Bu Sherbak Al Mansouri received a delegation from the Ministry of Social Development and Family that included Director of the Family Empowerment Department Buthaina Al Obaidly, Head of the Empowerment Section Ghada Al Emadi and Social Services Programs Coordinator Fatima Al Mohannadi. The Wednesday meeting at the Chamber’s premises focused on reinforcing bilateral collaboration with particular emphasis on training initiatives that empower home-based entrepreneurs. Al Mansouri outlined the Chamber’s role in backing the private sector through programs that foster entrepreneurship and diversify income sources for Qatari society.
The agency reported that Al Mansouri described productive families as a vital segment of the entrepreneurial community, noting that many home-based ventures have successfully developed competitive products and services. He advocated creating an enabling environment to allow these operations to scale from residential settings into sustainable small and medium-sized enterprises capable of reaching broader markets. Such a transition, he added, would expand economic participation and contribute to long-term business viability.
Al Mansouri further highlighted the Qatar Chamber’s focus on building capabilities among home-based business owners through targeted training and rehabilitation, according to the Qatar News Agency account. Priority areas include project management, marketing, digital marketing, cost control, pricing strategies, customer service excellence and product quality enhancement to align operations with professional business standards. These skills equip entrepreneurs to navigate challenges and implement sound practices that support growth.
The Qatar News Agency quoted Al Mansouri as stressing the value of coordinated action among relevant institutions to establish an integrated support framework for entrepreneurs. Such collaboration would address obstacles, transform innovative ideas into enduring enterprises and promote a culture of self-reliance. The meeting underscored ongoing dialogue between the Chamber and the ministry on practical steps to advance these shared objectives.
A study published by Qatar Development Bank estimated that between 3,000 and 4,000 home-based businesses operate across the country, generating monthly revenues of 38 million to 51 million Qatari riyals while employing 8,000 to 11,000 workers. The Chamber’s National Home Based Business Programme, launched in 2015, has worked to convert such ventures into small and medium-sized enterprises as part of broader efforts aligned with Qatar National Vision 2030. Recent official measures have lowered registration fees for home businesses to 300 Qatari riyals and expanded permitted activities to 63 categories.
Global Entrepreneurship Monitor data for Qatar in 2024-2025 placed entrepreneurial intentions among adults at 60.8 percent, up from 47.4 percent the prior year, even as early-stage activity rates moderated. The Qatar Chamber has conducted multiple training courses in recent years on topics including legal protections for startups, financial literacy and digital entrepreneurship skills, often in partnership with entities such as the Young Entrepreneurs Club. These initiatives complement the Ministry of Social Development and Family’s workshops that familiarise productive families with Chamber services, exhibition opportunities and regulatory requirements.
