Germany’s contribution of nearly 22 percent to the EU budget plays a significant role in the weighted average shareholder rating of a1 the assessment found. A joint and several liability mechanism caps the obligations at 2 percent of gross national income which helps contain risks for the entire union Moody’s explained. The stable perspective assumes that these commitments will endure through the upcoming talks on the 2028-2034 multiannual financial framework.
Eurostat figures show that the EU economy expanded by 1.4 percent in real terms during 2025 with positive growth registered in every member state. The statistical office data places average GDP per inhabitant at 41,570 euros for a population of 452 million. Such economic fundamentals contribute to the overall credit profile that underpins the Aaa rating.
The European Commission maintains that EU borrowing carries the highest credit quality due to the budget backing and additional guarantees for its programs. The bloc continues to act as the world’s largest supranational issuer of debt to support initiatives ranging from infrastructure to innovation.
